Starbucks Requires Purchases, Updates Code of Conduct

Starbucks has introduced a new code of conduct requiring patrons to purchase to remain in its North American stores or use restrooms. The updated policy also prohibits smoking, vaping, outside alcohol, drug use, panhandling, harassment, and discrimination. Violators may be asked to leave, with law enforcement involved if necessary.

This change marks the end of a 2018 open-door policy enacted after the controversial arrest of two Black men at a Philadelphia location. The men, waiting for a meeting without ordering, were accused of trespassing. The incident, which drew national outrage, led Starbucks to implement racial bias training and temporarily expand store access to all.

However, the open-door approach brought new challenges. Employees reported safety concerns and disruptive behaviors, such as drug use, prompting the closure of 16 stores in 2022, including six each in Los Angeles and Seattle.

Starbucks spokesperson Jaci Anderson said the policy aims to prioritize paying customers and align with standards seen at other retailers. Employees will receive training to enforce the guidelines.

CEO Brian Niccol emphasized a focus on restoring Starbucks’ reputation as a welcoming community hub. “Clear expectations help ensure a safe, comfortable environment for everyone,” Anderson added.
